14. Mr. KING

asked the President of the Board of Education whether he is aware that various organisations having leaflets and pamphlets on the need of passing the Education Bill as a war measure are prevented by Regulation 27 (c) from distributing the same and are indeed liable to fine and imprisonment for having on their premises leaflets relating to the War; and whether, in return for these leaflets if promptly surrendered, a new supply of propagandist literature in favour of the Bill will be issued to these organisations at the expense and under the authority of His Majesty's Government?

I am not aware that such publications as the hon. Member refers to, come within the purview of the Regulations. The second part of the question, therefore, does not arise.
