asked the Chief Secretary for Ireland whether he is aware that dissatisfaction exists amongst the Irish plot holders, especially of Dublin city and suburbs, regarding security of tenure and sufficiency of land, as provided by the Defence of the Realm Regulations and the reaffirming Statute; and whether he will introduce a Bill giving the same permanence and expansions as provided in the English and Scottish Acts?

I believe the allotment holders are anxious to obtain fixity of tenure on the plots which they at present hold, but no official representation has been made to the Local Government Board in the matter by any local authority. I am advised that fixity of tenure of existing town allotments would be out of the question, as many valuable building sites which cannot be used till after the War owing to the restrictions on building have been temporarily let for allotments till buildings can be commenced. As to the last part of the question, I would refer the hon. Member to the replies to his questions on the 18th and 31st October.
