asked the Prime Minister whether he is aware that the recent disturbances in Russia were largely attributable to food shortage and privation; and whether, under these circumstances, he is prepared to consider the advisability of introducing some legislative measure to prevent such an occurrence in this country?

To what extent is privation to be endured before some compulsory measures are introduced in connection with the food supply of the country?
