§ Dr. MACNAMARAThe rate of 1s. 5d. allowed to all small vessels is really a victualling allowance, and carries with it the right to take up Government provisions on repayment, which is an advantage to the men. The rate of 1s. 7d. a day is fixed when no such privilege is accorded. My hon. Friend is wrong in supposing that the rate varies with the locality upon which the vessels are based.
