asked the Prime Minister whether he has noted the desire expressed by various organs of public opinion that it will conduce to the solidarity and complete understanding of the Allied nations in the prosecution of the War that this House should pass a Resolution expressing its admiration of the public spirit and patriotism of the Russian Duma; whether he is aware that on 10th August, 1914, the Russian Duma sent to Mr. Speaker a message of greeting and friendship, which is entered on the Journals of this House for 25th August, 1914; and whether the Government will set down a Motion for an early date?

As was stated by the Prime Minister yesterday, we hope to submit a formal Resolution on this subject to the House of Commons on Thursday.

Mr. KING

Will the right hon. Gentleman place that Resolution on the Paper to-morrow, so that it may be known a full day in advance, and so that, if necessary, suggestions in the form of an Amendment may be made?

No, Sir. We shall put it on the Paper as soon as possible. In my opinion, if the Resolution were to be debated at all, it would lose all its value.
