§ 46. Sir W. BYLESasked the Prime Minister whether he has received from the Anti-Slavery Society an appeal to the Government to proclaim liberty to the 185,000 slaves in German East Africa; and what answer has been sent?
§ Mr. BONAR LAWI am informed that there is still no trace of any appeal from this society to the Prime Minister.
§ Sir W. BYLESIs it possible that there should be slavery under the British flag?
§ Mr. BONAR LAWI hope not, Sir.
§ Mr. BONAR LAWI think there are legal technicalities involved in that which I cannot answer. Occupied enemy territory is not the same thing as a place under the British flag.
§ Mr. BILLINGSurely the right hon. Gentleman is not going to allow a technicality to stand in the way?
