asked the Prime Minister whether he has received from the Anti-Slavery Society an appeal to the Government to proclaim liberty to the 185,000 slaves in German East Africa; and what answer has been sent?

Mr. BONAR LAW

I am informed that there is still no trace of any appeal from this society to the Prime Minister.

Sir W. BYLES

Is it possible that there should be slavery under the British flag?

Mr. BONAR LAW

I hope not, Sir.

Mr. CHANCELLOR

Is not this territory occupied by the British? If so would not slavery be illegal?

Mr. BONAR LAW

I think there are legal technicalities involved in that which I cannot answer. Occupied enemy territory is not the same thing as a place under the British flag.

Mr. BILLING

Surely the right hon. Gentleman is not going to allow a technicality to stand in the way?
