asked the President of the Board of Trade whether, in order to reduce the consumption of paper and to prevent unnecessary railway traffic, he will take steps to disallow the return by newsvendors by railway of newspapers unsold, so that newsvendors will be obliged to order the newspapers they are likely to require, instead of ordering quantities on the chance of sale; and whether he can state, approximately, the daily proportionate quantity and the average tonnage of newspapers returned owing to such papers not being sold?

Suggestions for a compulsory abolition of the distribution of newspapers on the system of "sale or return" have been made to the Board of Trade, and I am now in consultation with the interests concerned on the subject. I am not able to state the total volume of traffic which the system involves.
