asked the President of the Board of Trade whether he is aware that three days later than the Prime Minister's announcement of the prohibittion of the importation of foreign embroidery and lace the British Consul at St. Gall had received no instructions in this behalf and was still issuing certificates of? origin; and whether steps have now been taken to prevent such action on the Consul's parts?

Mr. ROBERTS

The issue of certificates of origin by his Majesty's Consular officers is a precaution taken against the introduction of enemy goods into this country and bears no relation to the pro- hibitions of import which formed the subject of the recent Proclamation. The issue of any such certificate gives no guarantee that the goods will be admitted into the United Kingdom.

I do not think it is necessary.
