Mr. GINNELLasked the Home Secretary whether his attention has been called to the first article, headed "Le Serment," in the March number of the "Fortnightly Review," inciting to revenge for ruined homes, ruined and desecrated churches, slaughtered innocents, outraged people, devastated country, and other alleged wrongs committed upon France; and will he inform the House on what principle the Government allow in this country incitements to revenge while suppressing newspapers and smashing their type in Ireland for merely recalling similar facts in Irish history, without incitement?
