asked the President of the Board of Trade whether, in view of the fact that in essential trades most of the men who keep bad time are quite young, he can say why these young men who keep bad time are not drafted into the Army and replaced by men over military age from non-essential trades?

Men of military age in essential trades are in general protected under the list of certified occupations, and if my hon. Friend will refer to that document he will find that in Section 2 of the introduction it is stated that the list is not intended to protect men who have a bad record as regards time-keeping.
