asked the Parliamentary Secretary to the Ministry of Food whether he is aware that official promises of certificates for the supply of beer to naval and military canteens have been granted since 31st March last to certain brewers, who accordingly have brewed in excess of their statutory barrel-age; whether, in view of the fact that it is not intended to grant certificates for brewing in excess of 10,000,000 barrels, he will now make it clear that any excess barrelage brewed under promises of certificate up to that date will not be counted in the brewer's statutory barrelage; and whether it is intended that the civilian consumption should be decreased by the increased amount taken by the naval and military authorities?
