52. Mr. GINNELL

asked the Prime Minister whether he is aware that the concurrence of America and the self-governing Dominions in an Irish Convention as England's last hope of retaining control over Ireland depends upon the Convention being freely elected by the adult population of Ireland, and left free to adopt and put into operation any form of government the Convention thought best without restraint of martial law; and, seeing that the proposed Convention of persons selected by the Government and its dependants, repudiated in advance by the Irish people, cannot satisfy those conditions,, whether the proposal in its pre- sent form and limitations will be dropped and the people trusted to elect a Convention of the kind indicated?

Will the hon. Gentleman say to what the negative applies, and whether the proposed Convention is to be abandoned for the reason stated?
