asked the Under-Secretary for War if, in view of the increased duty on tobacco, he will allow members of His Majesty's Forces quartered in this country to receive some special consideration, either in the way of providing each man weekly with an ounce of tobacco, or, on the other hand, allowing men to purchase a limited quantity of tobacco each week, duty free?
