Mr. BALFOURThe Italian proclamation was addressed to Albanians in general, and did not attempt to define any geographical limits to the districts over which it was intended to apply.
Mr. BALFOURAs I have said, there are no geographical limits stated in the Proclamation, and therefore I am unable to say exactly what the limits are.
§ Mr. PRINGLEWere the other Allied Governments not consulted before the Proclamation?
