asked the Under-Secretary of State for Foreign Affairs whether any other conventions besides that with Russia are being negotiated by the British Government for the purpose of reciprocally conscripting each others' subjects?

10. Mr. TREVELYAN

asked the Under-Secretary of State for Foreign Affairs what safeguards the British Government are asking for in negotiating any convention for reciprocal conscription with Russia or any other Allied Power, in order to secure that British subjects shall not be liable to enlistment who would not be so liable in the United Kingdom, to secure a proper consideration for all claims for exemption on their part, to provide a record of all British subjects so conscripted, and to secure for all such British conscripted soldiers the means of appeal to British protection in case of ill-treatment when in the foreign army?
