§ 3. Mr. MOLTENOasked what is the date of the treaty with Russia that neither 746 country would conscript the nationals of the other country living in its dominions; whether it is still in force; and, if not, at what date it was put an end to?
§ Lord R. CECILBy Article XIV, of the Treaty of Commerce and Navigation of 12th January, 1859, between this country and Russia, it was provided that "the subjects of either of the two high contracting parties in the dominions and possessions of the other shall be exempted from all compulsory military service whatever, whether in the Army, Navy, or National Guard or Militia." A temporary agreement, however, is now in course of negotiation, which, if concluded, will have the effect of modifying this Article.
