asked the Under-Secretary of State for War whether he intends to obtain the necessary legislation in our East African Protectorates to legalise the system of compulsory recruiting, with proper safeguards for the adequate rationing and medical care of the natives so recruited?

It appears that I misinformed my hon. Friend last Tuesday in answering a supplementary question. I find that an ordinance was made on 4th September, 1915, to provide for the recruitment of native followers in British East Africa. I am not aware whether legislation has been passed in the other Protectorates nor does it appear to be called for, as the present procedure is, I understand, working quite smoothly.
