asked the Prime Minister whether, seeing that the scheme of National Service has not succeeded owing to lack of decentralisation and the failure to secure the co-operation of the various local authorities, the Government will take care that local authorities are invited to take a full share of responsibility in any policy that is about to be initiated dealing with the distribution of food, regulation of prices, prohibition of hoarding, and similar matters?

Mr. BONAR LAW

As I cannot accept the presumption in the first part of the hon. and gallant Member's question, the second part does not arise.

asked the Prime Minister whether he can give a day for discussion of the work and functions of the Ministry of National Service?

Mr. BONAR LAW

I am unable to fix a date, but I hope to arrange a day for this discussion.

Commander BELLAIRS

May I ask whether those Departments come out of the days allotted for the discussion of Supply?

Mr. BONAR LAW

I fancy so, but in any case it will not preclude us from having the desired discussion.
