asked the Prime Minister whether reports from Lord Northcliffe are communicated direct to the War Cabinet or through His Majesty's Embassy in Washington; and whether His Majesty's Ambassador is kept informed of all instructions sent to Lord Northcliffe?

I cannot add anything to the very full answer which I gave in reply to a Private Notice Question by the hon. Member for Bolton on the 13th of June on this subject.

May I ask whether the Ambassador at Washington has expressed his satisfaction with the arrangement by which he is partially superseded in his functions as Ambassador to the United States?

Mr. BONAR LAW

He has not expressed any dissatisfaction with the arrangement, which certainly does not supersede him.

Mr. PONSONBY

Was the appointment of Lord Northcliffe made before the return of the Foreign Secretary from America or subsequently with his approval and consent?

Mr. BONAR LAW

It was made before he returned, and, of course, there was no opportunity of consulting him about it.
