HC Deb 12 February 1917 vol 90 c275
69. Mr. DUNCAN MILLAR

asked the Minister of Munitions the number of areas delimited in Scotland where the sale and supply of spirits has been prohibited by Order of the Central Control Board (Liquor Traffic), giving the name of each area; whether the results obtained in those areas through the prohibition of the sale and supply of spirits have been of a satisfactory character; and whether it is proposed to issue further Orders applying similar restrictions to the other areas in Scotland delimited by the Board?

The PARLIAMENTARY SECRETARY to the MINISTRY of MUNITIONS (Mr. Kellaway)

The sale and supply of spirits (except for medicinal purposes) has been prohibited by Order of the Central Control Board (Liquor Traffic) in three areas in Scotland, namely: North-Western area; North Coast area, and the Orkney and Shetland area. This prohibition is also in force in the parish of Edderton, in the county of Ross and Cromarty, and in so much of the parish of Kincardine as is situate within the Northern area. These special measures have been taken for these exceptional areas at the request of the naval authorities. The answer to the second part of the question, speaking generally, is in the affirmative. As regards the third part of the question, the Board do not at present propose to issue further Orders in Scotland.

Mr. MILLAR

Is there any reason why, after the results have been so satisfactory in the areas within which prohibition has been carried out, the same prohibition should not be applied to the other areas?

Mr. KELLAWAY

That is a large question to discuss by way of question and answer.
