asked whether the Government contemplate continuing the Civil Liabilities Committee after the War, to assist in rehabilitating returned soldiers in businesses which they have been compelled to scrap and in taking up their trades and professions?

This question is under consideration.

Mr. HOGGE

What does the right hon. Gentleman mean by being "under consideration"? I am a member of that Committee, and we have never discussed it.

Mr. HAYES FISHER

When I say that it is under consideration, I mean that it is being considered.

By whom?

It is a very well-known phrase.
