asked whether an instruction has been issued to the Press relating to criticism of the late Czar of Russia; and, if so can he state its purport?

Mr. BRACE

The Secretary of State for Foreign Affairs, in reply to a similar question on the 4th instant, stated that no such instructions had been issued. That answer still holds good.

Mr. OUTHWAITE

Was the instruction issued from the Press Bureau by Sir E. T. Cook deprecating adverse criticism of the late Czar issued without Ministerial authority?
