asked the First Lord of the Admiralty whether he can see his way to allow first and chief writers, Royal Navy, to compete at the ordinary examination for assistant paymasters, Royal Navy, and paymaster, Royal Navy, so as to give the same opportunity to first and chief writers of a professional career as is now afforded to men in the Civil Service; and will he say whether he will consider the possibility of promoting petty officers who qualify for higher rank in competition with assistant paymasters?

The system that has just been introduced of promoting a certain number of senior officers of the writer branch to the rank of assistant paymaster for long and zealous service is considered to be preferable to that proposed by my hon. Friend, and I regret that I do not see my way to adopting his suggestion.
