asked the Under-Secretary of State for Foreign Affairs whether the Government have agreed with the Allies to secure Constantinople for Russia as a result of the War?

Lord R. CECIL

I cannot make any statement as to the possible terms of peace except in consultation and agreement with the Allies. I have no doubt the Allies will do this when such a statement seems desirable and necessary.
