asked the Secretary of State for India if it is on his in- structions that Messrs. Jack, the publishers, have been forbidden to continue the sale of a book entitled "India, a Nation," written by Mrs. Annie Besant; if so, on what grounds and by what authority this has been done; and, if the order has been made on his instructions, will he say by what authority he has interfered with the circulation of a book relating to India within the United Kingdom?
