asked the Prime Minister whether the Government has reconsidered the question of the losses sustained by private individuals through Zeppelin attacks in this country; and whether the Government is now prepared to accept the principle of national liability?

It is not proposed to make any alteration in the system whereby provision for such losses can be made by means of insurance under the Government scheme.
