asked whether the English translation of the French Yellow Book dealing with the expulsion of French people from the occupied territory in Northern France is yet completed and published?

The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Lord Robert Cecil)

The Translation was published by Messrs. Hodder and Stoughton on 12th September, 1916.

Mr. MALCOLM

I understood from my Noble Friend some time ago that the translation was to be circulated to the House?

Lord R. CECIL

I am sorry if I gave any such undertaking and so misled my hon. Friend. I had forgotten. Perhaps my hon. Friend will let me know about it.

Mr. BUTCHER

Is not the matter of sufficient importance to be circulated as a Parliamentary Paper?

Lord R. CECIL

Of course, the question will be answered if my hon. and learned Friend thinks it desirable. I think, however, this method of dealing with it probably gives it quite as much publicity.
