asked at what date the Turkish Government gave notice terminating the Paris and Berlin agreements; and what international agreements have been terminated ipso facto by the War or by the giving of formal notice?

Lord R. CECIL

Neither the Turkish Government nor any other of the bellige- rents have, so far as I am aware, given notice terminating any international agreements. The rest of my hon. Friend's question raises points of international law which cannot be conveniently dealt with in a Parliamentary question.

Does not the state of war between England and France on one hand and Turkey on the other put an end ipso facto to all treaties between those States?

Lord R. CECIL

I should not like to lay that down as an absolute fact; I would prefer to have the point considered first.

When will the House get suitable and proper information on so important a subject?

Lord R. CECIL

If my hon. Friend desires further information on the subject I will certainly make it my business to secure it for him, but I do not know that there is any other way except by answering a question.
