11. Mr. PEMBERTON BILLING

asked the Under-Secretary of State for Foreign Affairs whether his attention has been drawn to the articles containing abuse of all things British in the Continental "Times," by Hermann Scheffauer; whether he was responsible for issuing a passport enabling this man to leave England some months after the outbreak? of War; and will he say who were the sureties?

Lord R. CECIL

Foreign Office passports are only issued to British subjects. No such passport has been issued to Hermann Scheffauer.

Mr. BILLING

Can the Noble Lord say how Hermann Scheffauer succeeded in getting out of this country into Germany twelve months after the War broke out?

Lord R. CECIL

I am not acquainted with Hermann Scheffauer, but I suppose he is a foreigner of some kind or description, and that he got out in the same way as foreigners generally do get out.

Mr. BILLING

Will the Noble Lord give an undertaking that Hermann Scheffauer, who is stated to be on terms of intimacy with members of the Government, will not be permitted to return to this country?

Lord R. CECIL

Yes; I think I can safely give that promise.
