Mr. SAMUELMy right hon. Friend has asked me to reply to this question. The matter is not one which has been previously brought to my notice, but I understand that the hon. Member refers to action taken by the London County Council under the by-laws relating to their parks and open spaces, which was the subject of discussion at the council's meeting yesterday. I have no authority to intervene.
