I am doing my utmost to expedite the return promised on this subject. I regret to say that some Departments have not yet sent in the material required. I hope to present, at any rate, a provisional return at an early 651 date. In the meantime, I am informed that in all Departments every effort consistent with the efficiency of the Service is being made to release men for military purposes.
