asked the Prime Minister (1) whether, considering possible political developments, and in order to prepare for any possible emergency, he will now announce the steps necessary to provide the promised new register of voters which is to be made before the next General Election; and (2) whether the Government contemplates the preparation of a Parliamentary register of voters; and whether steps will be taken to include in such register all men who have joined the military and naval forces?

The whole question is engaging the attention of the Government, but I am not yet in a position to announce their proposals.

How soon can the right hon. Gentleman announce his proposal? Does he not think it is expedient that these by elections should be held on a new register?
