Notice had been given of the following question by Mr. O'BRIEN:—

49. To ask the Prime Minister whether, before the tribunal to inquire into the causes of the late outbreak in Ireland is appointed, the House will have an opportunity of discussing the names of the gentlemen who are to compose it and especially the scope of their investigation?

May I draw attention to the fact that the Prime Minister yesterday in this House asked me to postpone this question until today, and yet the "Times" of this morning contains what purports to be the reply to my question?

The PRIME MINISTER

I cannot explain that at all. I will answer the hon. Gentleman's question. The names and terms of reference will be communicated to the House, I hope, to-morrow, but I do not think that any useful purpose would be served by a discussion at this stage.
