asked the Prime Minister, seeing that our present national policy does not produce the maximum of efficiency, whether he will introduce a measure to compulsorily enrol every woman and man between the ages of sixteen and sixty with the view of applying their services in the most profitable manner for the benefit of the State?

No, Sir; I do not think this is a practicable suggestion.
