MCNEILLasked the Under-Secretary of State for War whether the request of General Howell for permission to take proceedings for libel against the editor of "Britannia" for attributing to him the publication of an article displaying pro-Bulgarian sympathies has been, or will be, granted in order to enable him publicly to disavow the pro-Bulgarian views attributed to him, having regard to the importance of removing the suspicion alleged to exist in the Balkans that Great Britain is favourably disposed towards Bulgaria?
