asked the Under-Secretary of State for War whether an Army Order was issued in December last granting one month's furlough to any Home-service Territorials who undertook foreign service obligation; whether another Army Order cancelling this arrangement was issued on 8th February; whether the men who offered themselves for foreign service between these two dates are entitled to the promised month of furlough; and whether he is aware that it is being refused by some superior officers, even by those who made a definite promise to grant it?

I answered the first two parts of this question in a reply which I gave to the hon. Member for South-West Manchester on the 21st February. Between the two dates mentioned—i.e., December, 1915, and 4th February, 1916—men who signed the Army Form became entitled to the furlough. I am not aware if men who became entitled to it while the order was in force have been refused the actual enjoyment of the furlough.
