CECILThe Turkish prisoners of war in our hands have been properly treated throughout, and the Ottoman Government are well aware of this from the reports on internment camps for Turkish prisoners of war which have been drawn up by United States officials and communicated to that Government from time to time by the United States Embassy at Constantinople.
