asked the Under-Secretary of State for War whether he has consulted with the Minister of Munitions with a view of coming to an arrangement by which munition workers who enrol in the Volunteers will not be called away from their munition work in case of the mobilisation of the Volunteer Force, unless the emergency is such as to make it necessary to mobilise every available man in the country, including munition workers?

The object which the hon. and gallant Member has in view is, of course, constantly present to the minds of the Army Council, who are consulting all those, whether public Departments or otherwise, who are concerned, but I cannot announce any decision to-day.
