asked the Secretary of State for the Colonies whether it is with the knowledge or co-operation of the Colonial Office that Mr. Fuller, a member of the South African Senate, has come to England to arrange for bringing over to England a certain amount of native labour; and whether, before official countenance is given to any such project, the dangers, economical, physiological, and moral, which it involves will be fully considered and an opportunity of discussing it given to the House?

No such proposal is under consideration by His Majesty's Government. I have no information on the subject beyond what has appeared in the Press.

If any such proposal is started by any agent from South Africa, will the Colonial Office take steps to stop it?

Mr. BONAR LAW

It certainly could not be done without the consent of the Government, and it will be time enough for me to express an opinion when that consent is asked for.
