asked the Secretary of State for Foreign Affairs whether the Turkish military authorities early in 1915 sent to Gallipoli fifty British and French non-combatants for the purpose of exposing them to the Allies' fire; whether he informed the Turkish Government that if this were done Enver Pasha, His High ness Said Halim Pasha, and the Ottoman authorities would be held personally responsible for their lives; whether, as a result of this announcement, the prisoners were immediately released; and whether he will, in conjunction with our Allies, make an analogous announcement with regard to all future atrocities?

The answer to the first two parts of the question is in the affirmative. As regards the third part, any explanation of the subsequent release of these British subjects would be incomplete which did not take into account the efforts made by Mr. Morgenthau, the United States Ambassador at Constantinople and the members of his staff for the protection of those whose interests had been committed to his charge. As regards the last part, I am not in a position to make any general statement.
