asked the Under-Secretary of State for War if, in the appointment of temporary quartermasters, a preference is given to re-engaged ex-warrant and non-commissioned officers of the Royal Engineers over regimental sergeant-majors serving with divisions overseas; and if he will take steps to ensure that, as far as possible, men serving at the front shall have equal opportunities of promotion to those on Home service?

Temporary commissions are not given to soldiers serving on regular attestations. The hon. Baronet will see that a non-commissioned officer or warrant officer who had been commissioned could not revert to the ranks.
