asked the Secretary for Scotland whether the Board, under the Midwives (Scotland) Act, has yet been set up; and, if so, whether it has power to spend money with the right to tax municipalities and other local authorities for any deficit between its income and its expenditure?

The answer to the first part of my hon. and learned Friend's question is in the affirmative. In answer to the second part of the question I would refer him to the provisions of Section 13 of the Act. Judging from the experience of the working of the English Act, there appears no likelihood of any immediate or substantial claim upon local authorities.
