asked the Under-Secretary for War whether he will lay upon the Table of the House all the instructions or other communications which have been issued either from the War Office or from Lord Derby to the local recruiting authorities or to the local tribunals since 1st December last?

The greater part of the instructions referred to have, I think, already been made public, and I doubt whether any useful purpose would be served by bringing them together in the form of a Parliamentary Paper. The time and labour involved in doing this would be considerable, and I hardly think such a diversion of effort from the pressing current work of the Recruiting Department would be justified.
