asked the Under-Secretary of State for War if all captains in the Infantry with fifteen years' service are promoted to major; and if the same rule can be applied to the Cavalry also, with a proviso that the promotion to major carries with it the rate of pay of a captain unless and until a vacancy occurs in the majors, when the higher rate of pay would be drawn?

I would refer the hon. Baronet to the answer I gave on the 25th January to the hon. and gallant Member for the Melton Division. The expedient suggested in the last part of the question would not be practicable, and the general conditions as regards promotions in the Cavalry do not call for any special measures.
