28. Mr. DORIS

asked the Chief Secretary for Ireland whether, having regard to the necessity for increased food production, he will advise the Congested Districts Board to permit small landholders to till untenanted lands which have been let or may hereafter be let to them temporarily by the Board on condition that such lands will be surrendered peacably, after reasonable notice, when required for final distribution amongst occupiers of uneconomic holdings?

Mr. DUKE

I am advised that it would not be to the public advantage to take action in the direction indicated owing to the difficulties involved in subsequently disposing of lands so dealt with.

Mr. DORIS

Why should not these poor people be helped and encouraged at the present time when a supply of food is so necessary to till the land and produce food? Why should they be prevented in this way by a public Department?

Mr. DUKE

It is obvious that we must consider what will be the economic effect.

Mr. FLAVIN

What advantage is there in keeping large tracks of land for purely grazing purposes when there is a scarcity of food? Why not give these poor people an opportunity of breaking up this land and tilling it?

Mr. DUKE

I have had a good deal of expert advice, and I find that the experts do not generally agree that it would be economically advantageous to break up Irish grazing lands on a large scale for purposes of cultivation.

Mr. DORIS

Will the right hon. Gentleman ask the Board to reconsider the matter? It is very important.

Mr. DUKE

I will take care that the hon. Member's observation is communicated to them.
