§ Mr. FORSTERThe "Banffshire Advertiser's" first application, which should have been made before the 1st July, was received on the 15th July. After necessary inquiry the proprietors of this paper were informed on the 31st July that they should arrange to send the publication through a newsagent holding a permit.
