asked the Secretary of State for War whether he is aware that application has twice been made by the proprietors of the "Banffshire Adertiser" for their paper to be allowed by the Censor to be sent by post to neutral countries; whether he is aware that up to the 27th July no reply had been received; and whether there is any objection to granting the permission asked for?

The "Banffshire Advertiser's" first application, which should have been made before the 1st July, was received on the 15th July. After necessary inquiry the proprietors of this paper were informed on the 31st July that they should arrange to send the publication through a newsagent holding a permit.
