asked the Home Secretary whether his attention has been called to the severe conditions under which the special constables in the Metropolis frequently render their voluntary service; and whether, seeing that a large proportion of the force consists of men of restricted means, he will consider the possibility of supplying, under proper conditions, at least to those who have already served for a considerable period, such articles of warm clothing as are necessary for winter nights, of the uniform pattern which is desirable for the full efficiency of the force?
