HC Deb 23 September 1915 vol 74 c575
24. Mr. WING

asked the Postmaster-General to what extent a registered letter protects the public; and whether it carries with it insurance in case of loss or only greater care in delivery?

Mr. HERBERT SAMUEL

The advantages of registering a letter are that a certificate is given on posting, a check is kept on the transmission of the letter, and a receipt is taken on delivery. In addition, subject to the conditions published at pages 25 to 30 of the Post Office Guide, compensation for the loss or damage of an inland registered letter may be obtained, according to the fee paid, up to a maximum limit of £400.
