asked the Prime Minister whether there is any thing in the regulations governing the bestowal of the Victoria Cross to prevent it being conferred on persons other than British subjects; and, if not, will he say if the Victoria Cross has been bestowed, so far, upon any Frenchman or Belgian?

The PRIME MINISTER

The Royal Warrant (29th January, 1856), instituting the Victoria Cross, does not contemplate its being bestowed on foreign subjects. It has never been conferred on the subject of a foreign State.
