asked the President of the Board of Trade when he proposes to publish the Report of the Special Commissioner on the Development of British Trade in China; and whether he can now make any statement as to the result of the Proclamation against enemy trading?

Mr. RUNCIMAN

The question of the precise manner in which Mr. Ainscough's reports should be made available to British manufacturers and traders has not yet been settled, but it will be considered in the ordinary course by the Board's Advisory Committee on Commercial Intelligence, at whose instance the Commissioner was sent to China. As regards the second part of the question, I presume my hon. Friend refers to the Trading with the Enemy (China, Siam, Persia, and Morocco) Proclamation. This Proclamation is now being rigidly enforced.

How long ago is it since the Report referred to in the first part of the question was received, and will there be some haste now in publishing it?

Mr. RUNCIMAN

It comes before the Board's Advisory Committee at the next meeting. I cannot give the exact date.
